None of them are evil. They just want to change the world and realize their ideologies. How could there possible be anything evil about that?

Well I would have to say the Team Galactic had the most evil plan if you ask me, they wanted to create a whole new universe for themselfs not just stealing pokémon n' all that jazz.
If anything though, I think Team Plasma have to be my favourite out of all evil teams, they also achived a lot more than other teams if you ask me.N ♥

Team Rocket definitely is more reminiscent of the evil of humanity. They are greedy and nefarious, and like to inconvenience people.
Team Aqua and Team Magma fight for what they think will bring more good to the Hoenn region, and they (Archie and Maxie, at least) eventually repent once they see the destruction and chaos that their actions have caused. Because their intention was to make Hoenn better, and because they realized what a terrible thing they had done, they are not actually evil. Just misguided.
Team Galactic. They wanted to re-create the entire world based on Cyrus's ideals, which would eradicate everyone but them, I suppose. That's pretty evil, as it is basically Cyrus's selfishness that drives the project. And he never repents, and doesn't really give up.
Plasma, I don't know too much about. PETA on crack and going about doing things in all the wrong way. That's more Aqua/Magma-level evil in itself, but their abuse of Pokemon and way of doing things pushes the evil-meter higher.
So, based on that reasoning, I feel that Aqua/Magma are least evil, then Plasma tied with Rocket, then Galactic. And Cipher is definitely the most evil, even though we're not taking them into consideration.

Team Rocket is the most evil villianous team, IMO. They even killed a Marowak in order to steal its kids.
