I believe that would be Satoshi Tajiri, the creator of Pokemon. However, I don't know who designed May and Misty, though, which is probably the answer you guys are looking for.
actually the creator of May and Misty is me, and here's how it goes I went to japan and tell the creator of pokemon to put this character in pokemon and a month later Misty was in the show and then after pokemon master quest I tell the creator to put May and another accept and the proplem is they want Misty and May to be good and they are suppose to be evil, and thats the story

He is responsible for the bulk of Pok?mon art; and almost single-handedly designed the first 251 Pok?mon (from Pok?mon Ruby and Sapphire onwards, others helped to design the monsters). He is also responsible for designing many of the main characters in the video games; such as Ash Ketchum, Gary Oak and the various Gym Leaders.
