4th Gen Who is the most annoying Gym Leader?

To me it is Whitney. Because that in HG/SS or in GSC, she uses her Miltank. Miltank is unusually fast and that it uses Rollout, and that it sweeps a lot of my Pokemon. And that when I beat her, she starts crying and that this girl forces me to apologize to her. But what do you think?

We already have a 'Hardest Gym Leader' thread for HGSS which can still be posted in (as well as one for DPPt) which is pretty similar to 'most annoying' I imagine, as challenges tend to annoy people.

Hence I'll close this thread.
