2nd Gen Who was the most difficult gym leader?

Meh, I think Whitney was really hard.

All the others were simple with the right pokemon.

But there was really no Fighting types other than Ledian [well, fighting attacks] and my team was just starting at the time.

I had 1 pokemon, a lvl like...24 Bayleef. So it was kinda hard...I think it took me...3 times to beat her.

Now Bugsy, being the 2nd gym wasn't too hard, but it being super effective agaisnt my Bayleef, all I was able to do was catch one pokemon strong enough to take out the Metapod and Kakuna, then Bayleef would take out Scyther with a few tackles.

So meh, I think it depends on what your team is >.>
 
Whitney And Clair were the hardest for me. Also Brock On Pokemon Yellow Was Very Annoying
 
Whitney for sure. I remember almost smashing my gameboy in frustration as a young kid.
 
definitly clair. without any ice (or even with my piloswine) it took me so many times to beat her (thank god i had my lv.40 magmar and lv.33 butterfree to help me win)
 
First go-around in GSC, Whitney was pretty annoying because of Rollout. However, I just restarted my Crystal version a little while ago, and Pryce was insanely annoying this time around. I managed to beat him in one try, but it was tricky just getting to him since almost every Pokemon of mine had a weakness to ice. (Oops.) I had to sneak in a little playing time to catch a Growlithe during the day, since I couldn't find any fire types at night. |D;
 
I dunno, probably the 3rd. My Monferno beat her Lucario though. ;)

Am I the only person who thinks Whitney was a joke? I used a female Machop with the same level as Miltank and won in two turns with Karate Chop. Nothing hard about that.

This was in the first try too.

That's because you had a Manchop, so of course she wasn't hard.
 
Whitney in G/S/C, probaly Brock in yellow, I had such a hard time beating Whitney, i think i restarted about 20 times just to get a female starter so that she doesn't use attract, and her miltank was strong, Brock because both of his pokemon are ground type, so Pikachu can't do anything to the, so had to either, catch a Caterpie, and evolve it into a Butterfree, or catch a Manky and train him to Lv 9 so that he learns low kick
 
As with some people here if we're talking GSC..Claire. My Cyndaquil/Quilava/Typhlosion pretty much bailed me through all the other gyms due to its many type advantages, same with Feraligatr in Silver, Meganium in Crystal, and so on, but not only was she advantageous against my Gold starter(and my main one, now that the Silver and Crystal ones are long gone), she had a type advantage against ALL of them! With Whitney it was easy, as my Quilava was already pretty close to evolving at that point, and eventually did before I hit the next city, but with her.. Also, I found Blue/Green annoying with his multitypes, just not as much as Claire, as most pokes in my party were well above the 60's barrier at that point. Claire needs to get burned at a stake. SLOWLY.

In the RGBY generation..Only legit I had Yellow, the rest were hacked roms, so I guess it's Brock..Had to load my party with like a lvl 23 Nidorino to win because Pikachu wouldn't do jack****.
 
Whitney was pretty hard. Miltank's insane Defense. Good thing abilities weren't around back then, or else Quilava would've gotten owned.
 
Note: I usually use various methods (breeding and trading the egg, even hacking, admittedly, to start with Charmander in the game, so most of my games involve Charmander as my starter)

R/B/Y: Misty, though Brock gave me a run for my money too. That Starmie is really powerful, even when you've got a level 15-18 Pikachu to take it out.

G/S/C: Whitney was pretty difficult, but I've found that decreasing Miltank's accuracy is really the best way to beat it. Rollout depends on hitting several times in a row to work well, and missing even once throws the whole strategy off. Clair has never been a problem for me at all, though. Using strong neutral-damage attacks on her Kingdra takes it down easily enough. Blue was sort of a minor annoyance, but not too hard.

Going off-topic here, but it ties into what's been said about Whitney:
R/S/E: Norman was probably the hardest Gym Leader I have ever faced, even though my Charmeleon had inherited Swords Dance and Brick Break as egg moves from his father in Leaf Green. I managed to beat his Slaking by using Double Team when he attacked and healing during the turns when Slaking wouldn't attack. To bring this back on-topic, it would seem that the toughest Gym Leaders to defeat are typically Normal-type users. Any ideas as to why this is?
 
Whitney was fairly difficult in GSC, although I've always found Jasmine to be annoying with that Steelix of hers. >_>

Also, it's an interesting observation, Jamie. It's probably just because of the Pokemon used, however. Normal-types get Pokemon with some serious defenses and only one real weakness. Sure, a lot of things can also resist Normal-type moves (as well as Rock-type moves), but nonetheless, you're left, if you choose to abuse type matchups, to attempt to take down Pokemon with at least base 100 Defense by using then-physical moves. Then, if you don't try going with type matchups, you've got Pokemon with fairly high HP and decent S Defenses, so in other words, you're looking at decent defending Pokemon either way. That's on top of the-opponent-is-screwed Attack stats and pretty annoying physical moves. (For example, with Whitney, Clefairy may take down a bit of your starting Pokemon's HP, but a couple of Rollouts finishes it off. Assuming that Miltank doesn't miss, Rollout's only going to abuse Miltank's normally average Attack to layer Rollout to the point where Miltank smacks around the opponent. And that's before she uses Milk Drink to further annoy you. Slaking, meanwhile, takes advantage of base 160 Attack, hefty defenses, and Facade.)

Short answer: The programmers are sadists.
