WHO's that pokemon

Well... There isn't an answer to the top one so I'll just continue...

This Pokemon is known as the Sun Pokemon.
It is almost always seen with a wide smile, and are as jolly as possible.
It shares the same base speed as its previous evolution.
This Pokemon is native to Johto.
And in the anime, it is Meowth's most used disguise...

I am fast like lightning, my reflexes stand the test of time.
After waking I feel strange and crusty, wanting to angrily attack whatever woke me from my predevonian slumber. And beware, for if I'm really angry my eyes will go red. I'm thought to be related to an equally speedy green Pokemon. Attack me if you wish, but nothing can harm me due to my defenses. Speedy Attacks, High Defense. I'm almost indestructable. Not even father time can bring me down. But if you befriend me or catch me in a good mood, I would be more than happy to go swimming with you or quickly prepare a sushi lunch.
