why does my message need to be 25 charaters?

It needs to be 25 to avoid spam... and if it didn't do it before, your messages were the appropriate length then.
 
those nine words most likely had more then 25 characters including spaces.
 
9 words and 9 characters are two different things.
Your posts has to be over 4 words and over 25 characters (unless in the "Wireless Trade Corner", and the "Wireless Battle Stadium"), if you bypass this rule it's counted as such and (bypassing it would be like "djghsdjgkdgjkgjdkdjgd 25 limit").
The reason why we have this rule is to cut back on pointless posts, people just replying with "Ok" or "Yes" and such. Just reword your post a little and it'll work.
 
I think It says You have to have 25 characters because you have to have 15 to have URL's well I think they have that limit because then its harder to get your posts up! And if they didn'yt do that the website probably wouldn't have the "You have to have 15 or more posts to have URL's" Rule

The 25 character rule was in place years before the 15 post limit was ever put into effect; there's absolutely no correlation between the two. One is used to make people put more thought into their posts, the other is to help stop people from doing things like joining just to spam the forum with links.

Anyways, I really don't think there's much more that can be said in this thread (and it really should have ended with Arcanine's post), so...
