Why not Jolteon?

I hope this is the correct thread.
I'm curious. I've found out recently that Jolteon is one of the least used Eevee Evolutions. I love Jolteon. The only one I use more is Umbreon. Why are people neglecting this Pokemon?
Tell me, of wise Pokemon Masters, what is wrong with Jolteon?

I use Jolteon as my starter in about half the games I play! He's one of the fastest pokemon, especially in the earlier games. It learns excellent techniques on its own, so you don't really waste any good Tm's on it, and has decent stats. I also like the fact that it learns Pin Missile, which comes in handy against psychics =)
