I'm not too sure about the first question but you can only get the Internet Browser by purchasing it on the Wii Shopping Channel using 500 points.

1. When a mii has the 'mingle' setting on, it enables it to travel to your friend's wiis, so for miis to travel onto your wii, your friends wil have to have their miis mingle option on.
2. Download it from the Shop Channel, but obviously to connect to the internet, you need a wireless internet connection.

Find out your friend codes by looking at the friend roster on the message board, and then add each others. After you've both added each others, you'll be able to send each other messages.

You can also put your Mii in your Wiimote and then bring your Wiimote to your friends console and just use it from there.
