I want to get a Pelipper with drizzle so bad. It seems that the easiest way to do so is to evolve a wingull with Hydration. So where do I get one of those? I would appreciate a response. :)

You just go catch a bunch of Wingull until you find one with Hydration. You can see here where you can find them in each game: https://bulbapedia.bulbagarden.net/wiki/Wingull_(Pokémon)#Game_locations
They're frickin' everywhere in Hoenn.
Which, btw, it'll only become a Pelipper with Drizzle once it's transferred to Sun/Moon--it didn't have Drizzle as an ability till Gen 7.
