    Rotom

    Phione

    Unown...(Probably not)

    Spiritomb

    Lucario (He aired in a movie. And only legends get in movies)

    Rotom and phione are legendaries the rest aren't special at all really the least special being lucario
     
    They're not legendary, they're just rare.
    Phione is the only one who is technically considered legendary as the spawn of a legendary.

    Unown.. is a different story. They're just too confusing to classify.

    Moving this to GPG as it has the potential to span all the games.
     
    When I first saw the movie with Lucario in it, I thought Lucario was a lengendary pokemon. Nonetheless hes not and anyways I would rather have less legendaries seeing as we already have too many.
     
    Phione is confirmed by Nintendo to be a legendary Pokémon. None of the others are legendary, sorry to say.
    But I would really want Rotom to be a legendary.

    Phione seems like the least "legendary" of them, but it's the only legendary Pokémon on the list. The others (except for maybe Spiritomb) seem like legendaries but just aren't.
     
    I definitely count Phione as a legendary and as Unown has multiple legends behind them so yeah I think they are (minor) legendaries.
     
    Note that if you say Lucario, he would be the first to be a Legend that evolves.
     
    The reasons why they are considered legendary:

    Rotom-> Its considered a legendary coz it has the unique legendary battle music.
    Phione-> Dunno why its a legendary?!?
    Unown...-> Never heard anyone call it a legendary!
    Spiritomb->Same as above^.
    Lucario->Its considered a legendary by many for some reason I really don't know.

    I never considered any one of these as legendaries. I know that phione is a confirmed legend I don't consider one>_>.(Everything above is only my opinion so dont get mad at me!)
     
    That fact that anyone considers Lucario a legend is blasphemous.

    The same goes for Spiritomb, except for the noteworthy fact that it is heretical to even consider it a Pokemon.

    He's not got an end-of-the-list "legendary number," his stats aren't as good as sub-legends like Salamence, Dragonite or Tyranitar, and, to top it all off, he looks like a wannabe breakdancer. The ONLY thing it has going for it is the fact that you only get one, in an egg, from some guy.

    They didn't call Togepi legendary.

    Hmph.
     
    How can anyone even consider Lucario to be a legend??? It is such a common Pokemon in the games and anime.
     
    Dude you can breed Manaphy and Phione, so you're just going against what you're saying


    Let me rephrase that. Rotom is not a legendary because...

    1. You can breed and get others of the same kind

    2. You can encounter it multiple times(Platinum only)

    Phione is a legendary because you cannot encounter it in the wild, because it comes in the "legendary section" of the Pokedex.
