The deck's main aim is to mill until the grave is setuped completely and synchro all the way while drawing cards.

Had already tried this deck at our locals and it works pretty well,although i lost my first duel on my third turn (too much draw power ended up nothing for me to draw + a lot of bad plays)
2nd Duel was an epic one,summoned quasar early but my opponent managed to beat him that easily after surviving for a few turns,however i recovered easily on my next turn with a halberd and won on the next turn with the help of trishula and brio which happens to be my Last Turn (No card left xD)
3rd duel went pretty much just like what happened on the previous one,won during my Last Turn xD
4th duel was against Light geminis,wasn't that hard since i had a quasar on my first turn and managed to draw Giant Trunade and helped clear the field with brio

this deck is doing pretty well,it can recover fast like from a BRD nuke,but i feel something's lacking,so please help.

By the way, most of you may be thinking why some cards arent on the deck,My friend asked me to make a,more of a synchro-themed deck yet creative with cloudians,abusing fishborgsUSING HIS CARDS ONLY, he doesnt have those cards like storm dragon(which is a must in this deck due to heavy milling),Skreech,Genex Undine etc.

First of all, I would take out Card destruction, even though it may help your deck, Dark world will be popular in the future, alongside Fabled are seeing play in the curret metagame, so you're giving them an advantage. The only other tuner I can recommend is Gale, because it has a good halfing abilitiy, which will help you if you come up against samurais or they put a synchro on the field you need to get around. Reckless greed is too slow this format, so I wouldn't recommend adding it in.

26 monsters seems like too high of a monster count for starters, you could easily get hit by a royal tribute by GKs turn 1 and have nothing much to combo off with. You've maxed out on fishborgs, but not swamp frog or tree born ? I would suggest running 2 treeborn frog for protection and maxing out on swamp frog, so that you can quickly dump waters to your graveyard like fishborg and treeborn. You could consider main decking Nobleman of extermination, since you run no traps and it clears those pesky trap cards that could disrupt your combos.

Well the deck is made just for fun with massive synchros while drawing cards as well.

the whole deck focuses on having at least 1 cloudian (either go mother grizzly way,water hazard or summon cloud)before you summon turbulence then special summon fishborg,from here you can branch everything,either go red nova or quasar(halberd)-special summon 2 Tg and 2 formula with 7+ draws

the lightsworns are for draw power and milling as well,and so is morphing jar,hand & Card Destruction.
Level eater is an mvp here,you could either go brionac first rather than the 2nd Tg Librarian,then return all opponent's cards,then go level eater then Quasar.
Birdman comes in mid game (due to fishborg's restirctions)

well is it possible to make this deck very consistent?using the same concept?

I have a couple of Extra Deck pointers:
Don't run 3 Hyper Librarian. 2 is fine, 3 is too many
Same comment with Formula Synchron
You should probably run 2 Stardust Dragon, if you want to get out Shooting Star easier.

Other than that, I don't know right now. I'll review this fully when I've got time.

As of now its working pretty fine,but it doesnt have that much consistency
Should we add more LSs and max out recharges for heavy milling?and add another Salvage as well? We found 2 Fenrirs in his portfolio,perhaps we could use it as a substitute for cloudian storm dragon?
