Nedoria blows up the thing that attacks it right? Just checking on that.
Anyway I do know of some of its use (but it's a nice heads up on some things that I may have missed), but the question is whether it should warrant a slot in a standard deck. IMO it doesn't due to the fact that there are better ones out there for you to mess around with, some obviously more important than this card. So it comes down to whether the card makes the cut for the deck. IMO it only sometimes makes the cut for the deck, thus it doesn't warrant too high of a rating (I'm leaving the 10's to staples and 9's to near staples now). And I agree that it's a good card, just that it doesn't deserve a 9. IMO having to deal with faced down cards is the bigger problem of the two (well that might kill the reaper, providing you didn't do anything to the reaper lol :)).
Dragon: Exactly, you pointed the exact reason. It needs protection. I don't like to pay extra cards. XD Personally speaking it's still a very strong card since it's got the game-ending effect in a level 4 package. THis also does raise the question of whether this is better or Royal Decree... :O With that, I don't know either. XD
