1. Scapegoat
4 vs 2 deal; quickplay vs normal spell
It's not even a contest o_o;
2. Magic Cylinder
The other only belongs in a deck where the heart of the entire deck is limited down to 1 already... Magic Cylinder is limited while Dimension Wall isn't for a reason.
3. Enemy Controller
Both of them are good in its own ways, and certainly there are cases where Brain Control is better, especially for Monarch summon. However, Enemy controller is generally more splash-able. You can throw it into most decks, and you can use it well even if you don't run that many tributes. Its quick-play property along with the flexibility to defend or trade your weaker monster for the opponent's stronger one is telling me to pick Enemy Controller here.
4. Bottomless Trap Hole
Whatever Trap Hole can hit, it's likely that it's not worth hitting (Gadgets), can't hit it without its effect going off first (Exiled Force) or it's more likely to be set/recruited anyway. Bottomless Trap Hole's ability to get Cyber Dragon is a major advantage, along with plenty of other annoyance. The only reason why people use Trap Hole back then is Tsukuyomi.
5. Widespread Ruin
There's no reaper anymore, so we really don't have to target something. On the other hand, we now have Cyber Phoenix which is immune to targetting cards. Machine is the biggest thing going on at the moment, such as Gadgets, Card Trooper, and awhile back then the Game Overdragon. You'll much rather use Widespread Ruin to nail the Cyber Dragon, instead of sitting helplessly with Sakuretsu Armor due to Cyber Phoenix. Currently, I honestly can't think of too many monsters that got a higher attack, yet isn't as threatening as some popular ones with lower attack except for Card Trooper (but why would you want to Sakuretsu that thing? its attack will go back to 400 afterward, and it'll net a card no matter how you destroy it. Might as well get some damage out of Card Trooper, and nail the Cyber Dragon with Widespread Ruin instead.)
6. Smashing Ground
Darn obvious why... In most scenarios except maybe Gravekeeper's Spy, smashing ground will hit the same target as Fissure anyway. Again, no more reaper in 3s so we don't need fissure to purposely pick off the Reaper. Hammer shot is just silly how it can destroy your own monster. If even Gadgets don't use it, imagine how horrible it is.
7. Return from the Different Dimension
Because, the other option is banned o.o; that'll be the only reason. Otherwise, I think that the two are almost equal in usefulness... One of them is for earlier to mid-game for a great push, while the other one is for the finishing touch/last defense.
