Yes, if you want to play a hack, you'll have to have a clean copy of the original game rom that the hack is made of. And you'll need a program to patch the hack onto that original game-rom. Then you'll be able to play it in an emulator like any other rom.
You can probably get more detailed help in the Emulation section of these forums ^^
