Both Lugia and Ho-Oh can be caught on the 8th Mystery Island in Fire Red and Leaf Green. I beleive they are at level 70.

Well there is more to that.
You catch and purify all 48 Shadow Pokemon. And then in Battle Mode you have the beat Mt. Battle with the Pokemon you have from Colosseum.
And like before you get Lugia from FR/LG since there is not Lugia in Colosseum.
Lugia = FR/LG
Ho-oh = Colosseum
