    Personally id say giovanni since he was the first one i ever saw one the first episodes of pokemon, sitting in his chair epically with persian by his side


    so what is yours? there are many to choose from, it doesnt have to be a "team" leader, it can be anyone in the series you see as villanious
     
    Silver (manga) is a pretty good villain. He's a dynamic character with a rich back story to him. I don't feel like typing all of it, but it's just pretty damn good.

    Cyrus actually has some purpose to what he's trying to do. Archie and Maxie were just idiots that no one cares about. I don't know if he already has a back story, but I've made up my own. He's already an interesting character, and I really don't want to see a backstory added to him because it just leaves more to the imagination.
     
    Giovanni. Hes the classic normal villian and has plans that are actuallly logical.
     
    Cyrus had potential, but he ended up being too much of an archetypal emo villain wanting to destroy the world.

    Giovanni is a much more classic villain archetype and the fact that his true motives are still a mystery make him all the more mysterious. You know his organization is stealing pokemon and selling them, but that's all...he's just a crime lord at first glance, but you just know that there's something deeper to it...

    Or he's just the classic mob boss/Bondian villain, which actually still makes him even more bad ass and generally awesome (in my opinion, at least) than the other villains in the main games. I mean, the villains of the main games in a nutshell:

    Cyrus: "I want to capture the legendaries of time and space and dimensions in order to reshape the universe to my liking. Because I think I'm God or something like that."
    Maxie: "I want to control Groudon to expand the land because I have a really perverted sense of what's good for everyone."
    Archie: "I want to control Kyogre to expand the seas because I have a really... perverted... Hey, wait a second!"
    Giovanni: "I want to take over the world. Because I have nothing better to do."

    In other words, sure, the villains of the newer games are creepy, twisted, and have actual defined motivations, but their motivations tend to either be cliché (Sorry, Cyrus, but you've just described the desires of about 90% of all anime villains right there.) or those of good guys at heart. (It's my firm belief that Teams Aqua and Magma are just like PETA. You know they're doing things with good intentions in mind, but they're really, really doing it wrong sometimes.)

    In the meantime, Giovanni's just the kind of person who would order people to create a biological superweapon and giant mechanical robots of destruction with the intent to take over the world not because he wants to reshape it or anything but instead because it's just there, so why not?

    If he does have something deeper underlying his motivations, it probably has something to do with strapping a secret agent to a metal slab and holding the world for ransom with a doomsday device. ...Which would also be because he could, not because he really particularly needed the money.

    But the point is to this entire tl;dr post, I totally agree with the comments that Giovanni is a classic villain and that that's what makes him seriously awesome.

    Because in a world where villains are constantly thwarted by 11 year-old kids with no help from the police, he actually necessitated having some useless French cop come along to theoretically help you. He also came closest to achieving his goal of re-structuring the universe, which is better then a) trying to drown/dehydrate the world. b) trying to steal useless pokemon by dispatching losers to do a job you could easily do yourself. And c) said losers trying to talk to their leader by mutating magikarp, selling slowpoketails, and seizing control of a friggin radio station.
     
    I always liked Jessie lol. (From Team Rocket). She cracked me up! :D

    (This isn't my final answer btw but she'll do until I think of a different villain lol).

    That actually wasn't Giovanni's doing. That was the reformed Team Rocket we got in GSC. Notice that Giovanni was mentioned, but never seen in those games. Members of Team Rocket decided, "Hey, lets reform because TR is the greatest thing ever. AVENGE GIOVANNI, EVEN THOUGH NOTHING REALLY HAPPENED TO HIM!!!" Yeah. That's clever. However, I'll give them props on the radio takeover. It was interesting, to say the least.
     
    Hmm... this is a tough decision. In terms of games alone, I'm going to have to say Cyrus, just because he had an interesting plot, almost managed to succeed, and because he has a pretty cool team. Although his plot of "destroy the current corrupted world and create a utopia" makes more sense in the real world than in the world of the games. There doesn't seem to be a whole lot of corruption going on in the game world... besides what the villains do...

    Game Giovanni is cool, yeah, but he doesn't have any reason for doing anything evil rather than because it's evil. He's doing it for the evil. And he thinks he is evil, and good villains really shouldn't be that two-dimensional.

    On the other hand, Giovanni from Special beats out Cyrus in my mind because he actually does some stuff (looking for his son, for example) for other reasons than for the heck of it. And he beats Lance with a Beedrill and that's just awesome.

Maybe I should retake the reins of leadership...but then again, I did promise to reform my ways...but then again, head of an evil organization...gaahh!!! I just can't take the pressure anymore!!!", and then procede to jump out the window to his death...

    I won't deny it, I'm a pretty messed up individual to have thought all that when I was 13...>_>

    I think it's pretty damn obvious.

    they are amazing. I don't even know. They just interest me greatly. Since 2009 ..my obsession has just grown and grown.

    But most people are saying the bosses of the teams.
    Well, ...Akagi. He's insane, but smart. And all his people want to sex him up so bad!
    And I love the commanders. All of them. Mars. Saturn. Jupiter. PLUTO.
    And even the grunts are adorable. I normally don't find villian team grunts 'cute' ..but the Galactic grunts are. Especially when the ones wear glasses in the anime. xD NERDS FTW.

    Yeah. I'm obsessed. But it's ok. :]
     
    Cyrus. Archie and Maxie were purely delusional, while Giovanni was your stock "bad guy in it for DA MONEZ". Cyrus is a developed character with a purpose.

    Unfortunately, as I don't own a Gamecube, I can't include the villains of these games into my analysis. :<
     
    Archie from Team Aqua, he looks kick-ass
     
    Game wise: Silver. He's awesome. Him stealing a Pokemon makes him a villain. He's the most unique rival I've had.

    Anime wise: Mars. She's cooler on the show than in the game. Her voice sounds nice for a bad guy, I mean girl.
