Blastoise
Modest Nature (+SAtk, -Atk)

First off, NEVER use crappy two turn moves like Hydro Cannon and Hyper Beam. You can do more damage attacking twice with Surf in two moves (95 AP) than you can attacking once with Hydro Cannon (150 AC). Plus, you aren't stuck recharging, unless you are using the cheap Switch option. This is my favorite Blastoise set. Special sweeper that also walls quite well. Rest when HP is low and then ST while asleep to continue inflicting damage. Hydro Pump is for if you want extra damage at the risk of lower accuracy. Seriously though, after a Rain Dance (which why you don't have on an all-Water team is beyond me), Surf can be effective enough.
Kingdra
Modest Nature (+SAtk, -Atk)
- Ice Beam
- Rain Dance
- Surf/Hydro Pump
- Toxic/Rest
Ugh. Ruined a great Poke with this moveset. Never use DD if you only have one physical attack, and a crappy one at that. After Rain Dance, Kingdra becomes the fastest non-uber Poke in the game. It is a MUST, even if you add it to Blastoise. This thing can sweep the pathetic AI. Toxic to hit things you cannot with IB/Surf/HP, or Rest to make it last longer.
Vaporeon
Bold Nature (+Def, -Atk)
- Baton Pass
- Substitute/Acid Armor
- Surf
- Wish
Vaporeon is better used as an utility Poke instead of an attacker with second rate moves. Basically you Sub, and then BP to a teammate. Vaporeon's Subs hold up quite well, and it stats help Kingdra hit even harder. Wish allows you to heal itself or others. AA is an option to pass boosted Def, but Sub is more valuable to protect from statuses.

Meh. I wouldn't use Poliwrath at all. Substandard, especially since its best moveset is Hypnosis/Ice Beam/Surf/Toxic, which you have covered already by better Pokes. Personally, I would suggest a Poke that you can bring in against an Electric-type that is immune to Electric attacks. Since Swampert isn't RSE, I would use the next best thing:
Quagsire @ Leftovers/Chesto Berry
Careful Nature (+SDef, -SAtk)
- Counter/Toxic/Haze
- Curse
- Earthquake
- Rest
Simple to use, Curse up and attack with a STAB EQ. Toxic what you cannot hit with EQ or switch out. Haze is also helpful for your team. Counter can rid yourself of pesky physical attackers as they will not be able to OHKO Quagsire, especially not after a Curse.
Gyarados
Naive Nature (+Spd, -SDef)
- Thunderbolt
- Earthquake
- Flamethrower
- Hydro Pump/Surf
This should be your mixed sweeper. I only say that if you include BP Vaporeon. If not, take this one out. I say that because by itself, Gyarados has a subpar base SAtk of 60. That said, if you BP from Vaporeon, its base SAtk shoots up to 110, almost doubling it! On the downside, its Atk goes from a super base 125 to a crappy base 65. So it can EQ on its own or you switch to Quagsire. Unconventional but effective.

Another meh. I would suggest Feraligatr instead, but it isn't considered FRLG. With that in mind, I would go a different route. You could go with Starmie (even instead of Gyarados if you aren't effective enough with it), Slowbro, Jynx, Lapras, or even Lanturn (although it isn't considered FRLG either)

The moveset is good but it doesn't utulise the Fighting Capabilities blaziken has, I when to the move tutor and i can teach him Fire Punch which i will think about, but also if you use this moveset on Blaziken, tell me how effetive it is ( In that way i mean at Lvl 70 can it beat the Elite Four)
Not sure what you are talking about when you refer to the moveset not utilizing its Fighting capabilities. What exactly does that mean? Sky Attack is the best Fighting move it can learn and Swords Dance makes it hit VERY hard. How are you going to improve on that??? Fire moves aren't that great, so hitting something hard once with Overheat and STAB should OHKO or critically hit something you need to. Otherwise you switch out to a different Poke with an attack of a better type. Since you cannot get Rock Slide, you cannot get Thunderpunch either, Blaziken's next best move. You are left with Substitute and no way to counter a Flying or Water weakness. Swords Dance, if you are not aware, raises Blaziken's Atk stat by TWO stages. Blaziken's base Atk is already high (120), but using SD allows it to sweep most things. That said, with only one physical move now (without RS), it isn't effective. There is not much else you can do though. That is the problem with Blaziken. Without its Emerald MT moves, it is extremely one-dimensional. Fire Punch on Blaziken is lol since even Flamethrower is stronger.
Also I got rid of Pelipper and Swapped it to my Uber Tropius (<3). I plan to teach it these following moves:

So you switched out a 4x Electric weak crappy Poke for a 4x Ice weak crappy Poke. Tropius makes a great HM slave, but not a very good battler. As for its moveset, avoid crappy two turn moves like Fly and Solarbeam. An attack that can attack twice in two turns will actually do more damage than these crappy attacks that can only attack once in two turns. No, you cannot breed Frenzy Plant on Tropius. Thankfully, that crappy attack can only be learned by Venusaur, and should be avoided.
Also in RE: to Blaziken, would you mind telling me more why I shouldn't have Groudon, because I would like to know, I always thought he were a beast)
Groudon makes your team unbalanced because when you play against the pathetic AI, Groudon can beat ANY Poke you face without much problem. It becomes a crutch and doesn't help you become a good battler. Plus it can do ANYTHING Blaziken can do, but only better. Not to mention that Ground-type is MUCH better than Fire-type. Honestly, I wouldn't use either one, especially since you cannot get Blaziken's best moveset.
Also BTW I don't have Emerald and the ROM doesnt work on my M3! (i know yeah gay!!)

But where do i get Feebas, i checked my pokedex and i havent seen it so yeah a little more help there if possible.
If you don't have Feebas yet, all I can say is good luck. It can be found on Route 119. The problem is that it can only be found on FIVE water tiles in the entire route. That means you have to start at either the very top or very bottom and then fish at least 5 times on EVERY single water tile until you find it. It is a daunting and monotonous task that makes you want to chuck your GBA across the room. That is only half the problem though. If you ever do find one, then you have to go through the process of evolving it into Milotic.

Swampert. It is the best and strongest starter.
What i meant about the fighting capabilities is that you only have one Fight offensive move and one Fire offensive move, i was thinking of Two of each as then its Super effective against Steel,Dark,Ice,Normal,Rock, Bug, Grass. (although the fighting moves do no damage agaisnt ghost pokemon so thats why i require another fire move so that it has more than 6 or 8 PP in regards to overheat, im thinking about Flamethrower instead of double kick)
The problem with your thinking is that by putting two Fighting and two Fire moves on Blaziken just made it one-dimensional and cannot cover its many weaknesses. That is horrible strategy. Instead of two Fighting moves, add a Rock move to take care of its Flying weakness. Instead of two Fire moves, add an Electric move to counter its Water weakness. By limiting its moveset, you are only limiting its effectiveness.
Ive given up on feebas i plan to get it via gameshark :P (shh no one must Know)

With the gardevoir moveset if i replaced thundershock with dream eater would that be more effective?
If Dream Eater was more effective, I would have included it in the moveset. It is also not Thundershock, it is ThunderBOLT. Gardevoir cannot learn Thundershock.
Also could i get a moveset for Charizard?
