I don't think so, you need Oak's Letter. Unless it's tradeable on Mystery Gift, then you could get it from someone who went to the event. But I'm not sure about that.

I would level them, yes (especially your Machamp, Staraptor and Luxray). There are some though trainers in the battle zone.

VS Seeker: trainer updates? I was wondering how trainers are 'updated' (when they get a little bit stronger). Do they get stronger after certain events (like getting a badge), or every time you use the VS Seeker? And how many times can a trainer get stronger? Thanks in advance
