Well I'd say it's cause Isshu is so far away there's no connection to the previous regions. Everyone was surprised to see a Pikachu in Isshu when Satoshi got there in the first ep of BW. But I'd agree that some of the older Pokemon need evo's or pre-evo's. Tauros and Lapras should get pre-evo's...
