I like a balance of both, my Indoh region has mostly Fan Pokémon and a few originals. You do realise that the games came first, right? And you're right, it's not easy coming up with Fan Pokémon.

In my experience, starters should either be one-stage or three-stage, but not two-stage. Pick a Pokémon you like, but if it was me, Mareep would seem a good starter idea.
