So? It has plenty of areas. When you think about it every area in pokemon is a small city. Every area in pokemon history could fit in so-cal.
SINCE WHEN?
Lugia is a powerful storm like pokémon. It is the Sea Guardian and the keeper of the legendary birds. Ho-oh is a phoenix and represents creation and rebirth instead of destruction. They are creation/distruction opposites. They have NOTHING to do with the sun or moon.
I came up with Flamengo, the Fried Bird Pokémon. It is a fire/water typed flamingo. It lives in hotsprings and shoots searing hot water at it's foes. It's feathers turn into blue fire.
