Use the Repel trick. Put a Pokémon at level 15 in front of your party and stand in front of the water. Spray a repel and then fish. Might take a while, but you should find one at level 15 on route 204. Good luck!

I love them. I've gotten a few just from random encounters, and I successfully bred one using the Masuda method, but all in all (including the given shinies) I've only gotten like, 6.
