Who told you that once you release the dogs, you can't try and catch them? Who cares if they're twice the size of your team in terms of levels. Didn't stop me, lol.
A Paras (spore), Gastly (mean look and hypnosis), Bayleef (for coolness), Scyther (false swipe), and a Murkrow to beat up HP with Night shade.
I knew this: the dogs try to flee from the get go, that means you get a free shot. This is where Murkrow came in and simply hit them every time they appeared. (Night Shade because Critical Hits are ew) Once I got them near red, Scyther lead the brigade, false swiping away.
I did try the mean look strategy: in short, if you're heavy underleveled (ie. they have ~23 levels on your team average), you shouldn't try. Raikou didn't like the look Gastly gave him, so he swiftly KO'd Gastly and Paras with spark. He grabbed paralysis in the process. I wanted to sleep it because that's 2x catch increase, not 1.5 regular status. ;_;
I got entei to go night night though, slept it and a few ultra balls later, it was in my party. Took a break from the huntin' for a while. During the gym leaders break, I found Raikou on water, wtf hahaha.
Later on, I got a bunch of quick balls from the safari area flee market, and caught Raikou. <3

Tips
/no one will read this, but eh
- 1 HP or no deal, False swipe is without a doubt your best friend. If you try and tackle their HP down to size, note that a critical hit can appear at any time. (note: save) Go grab that Scyther from the Contest.
- Quick balls or Fast balls for Raikou, folks. Quick ball has a 4x catch bonus in the first five turns, get it for $1000 near the Safari Zone. (lady with the Butterfree) Fast balls are made by Kurt from White Apricorns. (near his house and Route 38) Fast balls also have a 4x ratio on fast or fleeing pokemon. (ie. Raikou)
- Quick balls for Entei, Ultra ball if that's all you got. (remember: quick balls are cheaper, but further along in the game) Ultra has a 2x bonus? Can't recall, but it can work given patience.
- Sleep status is the best status you can hit them with. (they'll roam around with it, too)
- Max Repels are another friend. You'll want to use these because, even if they're in the area, they'll still flee if you battle something else. (I never saw Entei do this, but Raikou did it every time before I got into using repels)
- As roswell pointed out, you can be safe with your money if you're cautious for it.
- Max: 250 for 700~
- Super: 50 less for 200 less bucks. (super repel)
- 150 less steps for 350 less bucks. (repel)

- Route 37 & Route 36 are by far your best areas to hunt for them. Below the twins, there's a sign, that's the divide line between the two routes. Use in and out of each, using your pokegear, and you'll find 'em. Promise.
- I'm not one for the mean look, arena trap ideas, these guys aren't cake walks and roar will still allow them to escape, but it's your choice.
