Who should/should not be a legendary?

I actually thought that Rotom was a legendary, until I found out that he was breedable >__> I would have liked him better as a legendary, not because he is so strong or anything, but because it just takes his specialness away because you can breed him.

Spiritomb looks like a pretty special Pokemon with a background to it. And Volcarona also.

But all the Dragons should stay non-legendary, since they're pseudo-legendary.
And Arcanine is too plain to be called a legendary in my opinion.

For me dialga shouldn't have been a legendary. Also mespirit, azlef, and uxie. They just don't look legendary to me.

Absol should've been a legendary.

Anyways my opinion would have to be Victini, or at least change the way it looks or what it does, I mean having it on your side will ensure victory?
I'm sure someone has fainted with all their Pokemon including Victiny :P

Thats my opinion as for a Pokemon who should be legendary, I have no idea...

The only legendary I think shouldn't be a legendary, is Victini. I don't know if this is because he is new and not a part of the story (Zekrom and Reshiram are new as well, but they are part of the plot, so you can't really leave them out), or because he is just too unnoticeable and doesn't really fit the image of a legendary, but either way I think he should just have been an event Pokémon, or maybe a Pokémon like Rotom. Something you can only get in a certain way, but isn't a legendary.

And it's funny you say Absol, because I used to think that Absol was a legendary, because it looked kind of different than all the other Pokémon, and because it was so uncommon. I was very small, but still.

What? lol Dialga doesn't look legendary, but Absol does... I don't think Heatran should be legendary, since it can have any gender. (Latios and Latias are excused from this since they're fixed genders)

dialga looks like a powerful pokemon (salamence, metagross, ect.) but i just dont see that extra umph in him.

Moltres/Articuno/Zapdos
Birds of prey, birds of 3 completely different elements. beautifully legendary looks. and powerful.

Mewtwo
he looks like he'll kick your ass blindfolded lol. although he isnt exactly legendary, he is based off one.

Mew
Appears only to the purest of hearts and can learn every move. its extraordinary.

Entei/Suicune/Raikou
Same as birds.

Lugia
guardian of the seas, creates storms, his wings looks like big hands that'll wreck you lol.

Ho-oh
creates rainbows, created 3 legendary dogs, only seen by the purest of hearts.

Celebi
guardian of the forest, travels through time, leaves eggs of the future.

3 Regis + Regigigas
earths hardest materials. ice, rock, steel. faces are braille = hieroglyphics = ancient? and regigigas created these things.

Latios/Latias
can understand human language, highly intelligent, peaceful, extremely fast pkmn.

Groundon/Kyogre
good little story behind them. kyogre ripped off lugia a little imo but nonetheless powerful pokemon.

Rayquaza
i honestly thought when 3rd gen came out that this was gyarados' final evo. lol.
flies in earths ozone layer. all i can say about this pokemon. hes good offensively too.
(still think he should be gyarados evo)

Jirachi
well its definitely legendary because every 1k years it grants wishes written on its head. thats cool and all but if only they fixed its looks. its 1' tall -_-
(what wouldve been cool is a giant bear that sleeps for 1k years [hibernates] and grants wishes)

Deoxys
the alien pokemon that can shape-shift. thats cool. it looks pretty damn mean too.
a cool little story i think shouldve been behind deoxys was instead of fighting with rayquaza, it shouldve fought with mew or mewtwo.

Uxie/Mesprit/Azelf
they have a cool little description behind them on the pokedex but i really dont like their looks. small legendaries seem to not cut it for me imo. exception mew/celebi.

Dialga
controls time.
i really dont like its looks. i dont see it controlling time either. steel/dragon isnt really a type i see controlling time either. psychic/dark/flying/even ground maybe. but not steel.

Palkia
ability to distort space. travel through dimensions.
im not up to date on the pkmn movies but is this thing friends with giratina?
looks are ok on this pkmn.

Heatran
kinda ripped off groundon. not really feeling it either since it can have a gender.

Giratina
pokemon of the reverse world. banished for violence.
kinda cool its got the origin form and the altered form. ghost/dragon is also a pretty cool type. if only he had an ability where ghost and dark couldnt hurt it.

Cresselia
moon pkmn? im lost on this one.

Phione/Manaphy
are these even legendary? or just event pokemon...

Darkrai
gives people bad dreams.
they shouldve made this pokemon a ghost snake and let it sorta hover around giratina.
i dont like the looks of this pkmn.

god pkmn. the idea of a god pkmn to me had its pros and cons.
pros: pkmn of every type, powerful, contributed to the story of where pkmn came from
cons: makes a pokemon too powerful and sorta overshadows the other legendaries.

and thats it.
i dont know 5th gens so if someone can shine some light on them that'll be great.

Absol should be one too. It's ability to sense danger (I think that was) is pretty cool.

Phione is the offspring of Manaphy, a legendary Pokemon.

so like i said. its sorta a knock off of groundon? groundon does the same thing...

and true, legendary pokemon dont have to look legendary. but it helps. legendary pokemon have to have a story behind them. i dont see a story on manaphy and as for uxie, azelf, and mesprit they have that story behind them but their looks dont support it. imo.
and mew plays an extremely important role. without mew, theres no mewtwo.

Just throwing this here, but Rotom isn't a legendary. Even though it plays the "legendary" theme when you encounter it, it isn't classified as one.

Should : Volcarona - Seriously it has everything a legendary has except for the pre-evo and breeding. Its found at a high level after the E4. Has a good backstory (revered as a sun god). Cant learn attract like other legendaries. Powerfull stts and looks all around awesome

Shouldn't : All the regis - Really they were added so we had more legendaries to catch, wernt needed and nothing at all to do with the plot.
Meloetta - Good concept for a pokemon but dosent feel legendary. Its a dancer and singer and unlike legendaries like Kyogre or Cresselia it dosnet watch over the seas or free people from the nightmares of Darkrai or do anything even remotely legendary
