Yeah, definitely sounds like you're running a wrong version/missing files. Re-check everything, I'm 100% sure at this point. Also Windows 7 is much friendlier imo.
Sounds like you're running some un-updated stuff. Normally, there's a list of software that's required to run a program that the tool creators list in their threads. Make sure you have all of it installed properly.
Maybe there is a video tutorial on youtube that you can follow. Most of the tutorials on youtube are pretty ******** though, so try to avoid the bad ones!
Yes and no. For example, if you take the tile you want to insert and break it into 16x16 smaller images (like puzzle pieces!) then you remove the pieces that are the same. In the end (in most cases) you're left with an image that's roughly 1/2 the size of what you originally had. So in a sense they are the tiles you will be using to implement into the game :P
Err, basically those 8x8 pieces of the tiles that are used repeatedly. Some people tend to break it into 16x16 (I think most spanish hacks do this for their graphics).
lol, that's how almost everyone else does it. Alternatively you can first remove repeat tiles, saves space and time when recoloring (sadly it makes the block making process much harder).
No, no, you do export the picture. The color palette is restricted to being a multiple of 8 if I'm recalling correctly, that is why you need to recolor the tiles before inserting them ;)
