Well, in my opinion Miltank is the best Deoxys-E counter, Milk and hefty Defense allows it to take Superpower until Deoxys has no attack left, and then OHKO with Body Slam, unless it switches, in which case you might paralyse something. Thick Fat keeps off Ice Beam and Flamethrower. It can also take on Meta with Earthquake.
