To tell the truth it really depends on what content you want to access. I would recommend White 2 though purely for the fact you can access Braviary super early in the game although you can't get the challenge key in the post-game. Though you can get a shiny dratini from benga. Braviary is also...
1. Dragonair (and Dratini by proxy): Elegant as all hell, absolutely gorgeous shiny only to be completely undermined when it evolved into a diabetic lizard thing.
2. Ninetales: Looks absolutely majestic and you can see it's beauty radiate in it's fur and it's legend.
3. Gardevoir: Well... duh...
The last one I found was a shiny Pidgey in Pokemon LeafGreen when I was doing the Professor Oak challenge.
Oddly enough I usually find the majority of shinies I've encountered in the past in the various Safari Zones of previous games or when listening to the Lucky Number Channel in Pokemon...
Harvest Moon ^_^ I just completely destroyed my save file of Grand Bazaar. I love nearly all of these. I wouldn't mind joining in on some if that's okay?

If I had a choice to pick one game for being underrated it would be XY simply because A.) It's the most streamlined and rewarding game in the series, I think anyone can pick up XY and really have a great time and get a feeling for how much you can get out of a Pokemon game at the cost the game...

Typically speaking I don't think being under leveled is necessarily a given that a fight will be tough as against the likes of Blue in FR/LG and Red in HG/SS you can generally make up for the level deficit by having a well trained team with good type coverage however that goes out of the window...
