Using Ruby is generally considered a bad idea these days; most experts have moved to either FR or Emerald. There is also no functioning released expansion hack for Ruby, so you'd have to make your own, which will be quite challenging.

With regards to limbo slots not functioning, it could be any of a number of things; my best guess is their sprites were broken somewhere but I really can't say.
