Yes, Tamaki. I could never sit through even the first episode of Ouran (but you already knew that), and so I didn't recognize the likeness right away. However, they're very different in the sense that Winner's just... An idiot. You could compare him to Gir from Zim in the essence that people pretty much only watched Karin because of how ridiculous he was.

It's Hanyuu Furude from Higurashi. (I recommend that you don't watch it, it'll mess with your mind.)
