The title says Fire Red so no, it won't work with Emerald. The original patch made by GoGo however works just fine with Emerald. You can find it in his thread.

If I remember correctly 08 states that the offset above is a ram offset. You might want to try 0x0F4FC8 instead or look for its data equivalent.

I made something like that back in 2011 for Feuerrot (German Fire Red [BPRD 1.0]), you can find it here. Compare the patched ROM with an clean one and port the byte changes over to BPRE, I remember the initial structure literally being the same so porting it over really is easy. By the way...
