Has anyone else had this problem, I saved a hack, booted it up to test, pokemon were different than when I saved, and opened the hack tool again, it was different there now also. Is there a hack tool that doesn't glitch the game when you open it?

Whatever pokemon you make the starter will need stat tweeks to make them stronger, not base stats, more like the EV training stats and experience proportions. My vote for starters are Electabuzz, Magmar, and Hitmonlee. I know they don't morph in leafgreen but they are just awesome
