So as most of us know if you prevent your pokemon from evolving it learns it's moves earlier. My question is if I prevent the evolving from happening right away will my pokemon be hurt by that, or will the stats catch up?

Shiny Pokemon in HG/SS There are ob v shiny pokemon in heartgold and soul silver i was wondering if anyone had any luck tracking these bad boys down and where? also does it matter if a rom is used cause shiny pokemon have to do with trainer numbers? thank you.
