Yeah, But does it appear after you get National Dex? or does it appear whenever? like in Diamond or Pearl?

I used my Kumashun event to get him down, He was lv 15, but wouldnt obey me till the last hit, like Hiyappu was like 2 hp away from fainting, and Kuma wouldnt obey me, and I had to use all my Potion to keep him alive, and I got him down still. :3.
