They're underlevelled because there are 16 gyms to go through. If they went with the D/P/Pt pace, the Kanto gym leaders would have level 80 Pokemon, so what would happen to the Elite 4 and Red? They need to make the levels a little smaller to fit it all.

The whole point of the Johto games was to continue onto Kanto, get your badges, and beat Red. XD

I want whatever they give us! It's a GS remake, people! I actually hope they don't change anything around in Kanto though.
