Well, 13's not bad either. America outranks Belgium, Italy, UK, Germany, and Spain. I wouldn't trust it too much, though, since Japan ranks #10, and it's miserable there. So much stress and stuff causing people to suicide like crazy.
But then again, who are the peoples without insurance? They could well apply for Medicaid, but just don't out of fear.
Budget surplus refers to debt increase at a slower rate only. The end of the Clinton administration brought in a recession (albeit not as large as Bush's), and the 9/11 scare needed immediate economic attention.
Oh, embracing. I was going to ask embarrassing them how xP But yeah, in presidential runs, people try hard to look as different from the other side as possible and rally the base, who are essential to every victory.
