Can I change the TMs to Return and Hidden Power then, there not as powerful moves, but I at least want Abra to be able to learn Psychic later on though

if I got a Poliwag and later on after it evolved into Poliwhirl, and then I wanted it to evolve into a Politoad how would you go about that, I wouldn't really need to trade Poliwhirl to get it to evolve into Politoad would I
