It normally depends on what type of pokemon you have really, Cynithia/Alder can be annoying if you aren't high leveled or don't have the right pokemon against them. I don't think they are weak since they do have powerful pokemon with strong moves.

Well it depends really on how strong an animal is or so, humans would have balanced because they can be weak or strong, animals however will have more depending on how dangerous they are or how tough they are is well, insects would normally have really low hp like (e.g 1hp) because they are easy...

prison is a good punishment because I don't think you would want a killer to be out there endangering people lives and also you would want to protect your children from predators in public.
