How could I make a script so that if the player is in point A- Event 1 activates, but if the Player is in Point B, Event 2 activates?

Im working on a hack of ruby right and ive finish inserting d/p pokemon and i realized that the pokedex order editor dosent work for ruby.

Is there anything I can do to change the order of the pokedex with Hex or something?

Id hate to have to start over with fire red.
