Benizakura - Fuyo - Yagyu - Yoshiwara in Flames - Red Spider - Four Devas - Baragaki (Thorny) - Kintama - Courtesan of a Nation. In that order. And that'll complete the main 'story' arcs with most important characters introduced.

For now, watch Benizakura, Fuyo and Yagyu arc. You need to watch Yoshiwara in Flames and Red Spider together - they're connected. So watch them later. Watch the movie for Benizakura, though. Better animation. :D

Also yay you have seen the Shinsengumi Crisis arc!!! :D it was great. I'd ask you to watch Baragaki arc next if you want more Shinsengumi. :P

Now the arcs that you NEED to see for all characters to be introduced are - Fuyo arc (a robot maid named Tama gets introduced. Works for Otose. Important as a recurring character. Plus she's sweet as ♥♥♥♥), Yagyu arc (Kyubei gets introduced. Also more shinsengumi+yorozuya trio stuff+toilet scene) and Yoshiwara in Flames arc (Kagura's brother and courtesan of death Tsukuyo gets introduced).

I think you should watch Benizakura movie now. Basically four episodes of original (58-61) reanimated in higher quality + extra footage of Gintoki's past. Watch that, then the 3 essential arcs I mentioned and then you can watch anything and you'll know all important characters. :D
