It doesn't really matter because it's only got four attacks (Tackle, Foresight, Fake Out, Helping Hand) regardless of its level until it evolves :p but sure, you can have its "power" level be more than 15.

Hey, I came up with a little bit of a plot for that 5 region RP you had going.

Pokemon journeys no longer exist because of the high demand for them and the lack of time for the gym leaders. Instead, they created a new tournament known by a different name for each region. The tournaments will colminate in a huge tournament that will be a seperate RP.

Each RPer gets team of 3 Pokemon that are for beginners. (Starters, Zizagoon, Rattata, Poochyana, Baby Pokemon ect.) During the tournament
the RPer's can capture Pokemon around the area.
