Adjustments/colours are basically all you do for icons. Stuff like textures (if you really want) you can do using the layer mods on pixlr as well! Otherwise, we can just say that you have to use a stock image, and you can only resize/rotate; no edits to the stock itself.

BUT, if I get around to overhauling Icon of the Week before the tournament finishes, I'll get that started!

I just had a squizz at pixlr.com, and it literally is Photoshop. Like, the adjustments are the same (same name, same functions), same layer styles (same name, same function) and out of habit, I did a hot key from Photoshop, and it did the same thing on pixlr.
The idea is good, but given that we don't have heaps of people making icons already, and forcing them to use another editor would probably dwindle numbers further. But yeah, point is, that regardless of what program you use, anyone using PS would get nearly identical results as using pixlr.

I definitely want to set up an icon battle, or the Icon of the Week competition again, but I think letting people use whatever is their first preference would be a smoother running format.
