Yeah, but hacks like that aren't going to make it to the Showcase. Ultimately, most hackers aim for that, for whatever reason, but if they're not willing to put in the work then their hack won't move up to the showcase. I see what you're saying and I know that there is some truth to it, but making the rules stricter won't force people into making better hacks, it'll just make the amount of hacks submitted more scarce.
For the most part it's a given that new events be used, especially for the showcase. I mean if a hack is submitted and we can clearly see that all events are the same, then it's not going to do very well/go very far.
You can't really complain about that formula as much as you are. Pokemon games are built on that formula, and for the most part, hacks just use those sprites as placeholders. I don't think it's as huge a deal as some people seem to make out of it- in time, the game will either be perfectly original (due to more time and effort being put in), or it'll peter out and die, leaving everyone to move on from it. I know there might be some painfully generic hacks, but they barely last, and sometimes you have to let the hacker learn that for themselves. I feel I've strayed a bit, but in essence I'm saying that making the rules stricter would really do more harm to the section than good, in the long run.
Sections such as that have been considered and tested. Both times (that I'm aware of) they failed, but because people weren't using them properly. It just seemed too hard to find a middle ground between totally new hackers and hackers of the standard required in Progressing Hacks (of course some are a lot better than others, but I'm sure you know what I mean). In the future, maybe another section like that might be considered, but it's not very likely right now, considering the lack of success with past attempts.
