Let me make a comment about this.. I THINK its hacked... I mean, yeah you can achieve those EV's with 8 of each vitamins then 5 of each feathers but the question is WHY. Why would the OT EV it like that in the first place. And I doubt it that if a level 1 pokemon battles with a level 1. Its an instant level up so I don't think its legit. Its just my opinion though. I'm not really sure too if a level 1 battles a level 1 and will level up to 2 but based from my experience, they level up instantly.

There really isn't a way to tell for sure based on the information you have given us. I think it's possible to have EXP on a level 1 pokemon due to the existence of Exp. Share. Its IV's are also crap, which points to a legitimate pokemon. However, using a little common sense, considering those egg moves, the EXP, and those EVs (lol?), it's pretty shady looking. I'd ditch it, or use it to breed another Deino (since we are going to start thoroughly checking G5 pokemon soon).

All shiny third generation events, unless preset shiny, are considered hacked.

It's a general statement because I couldn't be bothered at the time to post reasoning behind it.

Nintendo never intended generation three and older events to be shiny, unless, like stated, they are preset shiny. I said considered because while it is "theoretically" possible with manipulation of game data, no completely legitimate shiny third generation event has been obtained and brought to light with proof. This is also why you can't trade such events on the generation five GTS.

To answer your question, it is "fact" that they are hacked, whether it be with a mechanical device or a living, breathing one, and will be treated as such. TwilightBlade hasn't gotten around to editing the rules.

@Bernardo1994: Sorry to put a downer on it Genesect and Meloetta are not available to the public so they are hacked, also Events these day are released mostly in Cherish Balls and not Ultra/Masterballs and there locations are not known!
