I can only get one through Bill's Grandfather. (Which I then would have to go in order bringing all of the guys or since I'm playing Crystal, get lucky and have this fisherman call me for a battle, which is all chance.) I suppose I could go catch all of those Pokemon, or trade him into Blue if you want me to to evolve him, though.Yes, It's fine. I thought water stone was available before Red though?
