Especially is areas of low income. It's very possible that high-speed internet could be made free, or have prices cut significantly for "qualifying customers". The plan is to reduce internet prices down to $30 a month, and certain families (potentially millions of Americans) can get a credit towards that monthly bill and end up paying nothing.
I can't help but see this as a positive. Especially for broke students living in disenfranchised places. Being able to finally have reliable, high speed internet access could really make an impact in education now that remote learning has become more acceptable.
