Because it's ridiculous how many boring and square city blocks you have to zone to get the city to grow fast enough. I do know a modd that can help you reduce how much land you need for industrial zones, though, and that's a good thing, because those have a huge NIMBY effect in-game with how much pollution they make, and take up roughly 10 times as much land as residential zones to make it so you have the same number of jobs and sims. Though I am talking medium density on up.

Protip: Zone as much residential and industry as you can without building roads, and only zone a tiny bit of commercial zones. Only service you need right away is the fire department to cover your industrial zones so a fire doesn't start.

Protip 2: You need the water utility, schools, and hospitals to step up in density. Also, for some reason, you need to upgrade all the streets in your city into roads in order to get medium density to just suddenly grow insanely.

Protip 3: The in-game tutorials don't tell you everything about even the basics of city-building in Sim City.
