1st~there fire type
2nd~they evolve with the use of fire stone
they dont really look alike do they???
 
They're both fluffyfied...ugh, ah well, to me they do look the same, I guess it's just my opinion..

xD, this discussion has gone really far. But meh, they have similarities, but that doesnt make them too much the same.

For the topic: It could be in mountain near lavaridge (forgot the name), but eevee even not in hoenn so maybe in cinnabar mansion...
