I keep reading you require all 16 badges to get articuno.
I had 13 including the 14th because I had missed one [cant remember which] I went down into the caves just to see what was down there and was surprized to see the legendary already there.

Seriously? Where did you read that? I can't believe there're idiots who actually post that online........

Congratulations on just exploring by yourself though. I found Articuno and Zapdos without 16 badges, although you need them for Mewtwo (Cerulean Cave is blocked otherwise) and Moltres (you can't access Route 28 and Mount Silver without 16 badges)

I may leave this open for people to clarify when you can get legendaries then, seeing as there are some that interest me there - namely Zapdos which you do need to activate something if not 16 badges to catch as you don't see Zapdos either time you go to the Power Plant to do the sidequest involving the stolen machine part...

and that came, I beleive from credible sources, not the usual bs q'n'a sites that always have as many wrong as right. Like the one that had a wrong answer but then declared the qn resolved, lol. That meant I couldn't even add a reply to tell them how "overbrimming with wrongness!" they were.

Yeah, I caught Articuno my first time heading towards Cinnabar. Decided to make a stop to get it. I hadn't even thought about needing all 16 badges except with Moltres. Zapdos was just when I was lurking nearby in a Mawile swarm and decided to pay a visit.

They probably allowed you to catch Articuno early because of the fact most people probably explored the Seafoam Islands before obtaining all eight Kanto badges, and it'd be extremely annoying to make it all the way to the end of the cave, only for Articuno to be missing.

Like others, though, Zapdos didn't appear until I got all eight Kanto badges. Luckily, it's simply located right next to the Power Plant, so reaching it isn't nearly as much of a hassle as it is to reach Articuno.

Yeah, I'm inclined to agree with that.
Articuno appears in a place off the beaten track where you only want to visit once. Whereas, outside the powerplant is a frequent trip.

I don't see why you wouldn't be able to find Articuno and Zapdos, post 16 badges.
As soon as you reach Fushcia City and Surf down to Seafoam Islands you should be able to find Articuno. As with Zapdos, it would be as soon as you get the Train up and running.

you can't surf to the seafoam islands from Fushia, the road is permanently blocked. You have to go to Cinnabar and surf from there. Which makes the one swarm pokemon in the route south of Fushia a real pain in the neck to get to.

That's bollocks - as long as you can get to the place where the legendaries are you should be able to catch them.

I also found this as well. I already caught articuno before I saw things saying that you can't get articuno after getting 16 badges and I only had 14 :)

    oh oh oh!
    fun fact!

    look at there names;

    Articuno, Zapdos, Moltres.

There names indicate the chronological order in which they are captured :) .
the numbers are in spanish... i think :P
Kinda late. And yes, they are in Spanish.
