    The power should be a body and it does seem a little empty. Maybe add an effect to judgement. Like, does more damage based on the number of plates it has.

    What if I change Judgment's effect to...?

    Does 70 damage plus 20 more damage if Arceus has any Plates attached to it. Don't apply Resistance for this attack. Base damage: 70.

    And also, the plates themselves could have their own effects (rather than just changing Arceus' type).
    Example: the Iron Plate could reduce the damage that it takes from attacks

    Sounds good. Also make it so at least a few plates are like a TM.
