Will there be an English translation for when people Import from Japan?

At the website from it i've seen shadows of Groudon Kyogre and Rayquaza.
Do you think that you can catch in one game Groudon , in the other kyogre and if you have both in one game you can catch
Rayquaza???????

In Heart Gold, you can catch Kyogre after you beat the Elite Four.
Whereas, in Soul Silver, you can catch Groudon instead after you beat the Elite Four.

If you trade either Kyogre to Soul Silver or Groudon to Heart Gold, Rayquaza can appear.
